Governor Fubara revealed that intelligence reports indicated plans by certain groups to mobilize at least 20 individuals per political unit to attack the chairmen at their respective council secretariats as they assumed office. In light of these revelations, the governor advised the newly sworn-in officials to avoid direct confrontation or any form of physical altercation should violence erupt at their secretariats.
