Assessing the NDDC’s New New Development Plan: Dr. Samuel Ogbuku’s Strategy for Accelerating Growth in the Niger Delta

NewThe Niger Delta Development Commission (NDDC) has taken a significant step towards revitalizing the development agenda of the region by adopting a new Regional Development Master Plan. This plan, formulated through stakeholder engagement, is set to replace the previous 15-year development strategy, which expired in 2020. The decision was formalized in a communique issued at the conclusion of the NDDC 2025 Board and Management Strategic Retreat in Lagos.

The document was jointly signed by the Chairman of the Commission’s Governing Board, Mr. Chiedu Ebie, and the Managing Director, Dr. Samuel Ogbuku. A statement from the NDDC Director of Corporate Affairs, Seledi Thompson-Wakama, further emphasized the commission’s commitment to repositioning the Niger Delta for sustained growth and development.

The Strategic Retreat and Key Resolutions

The strategic retreat served as a platform for the NDDC’s Governing Board and Management Committee to assess past progress, identify challenges, and strategize for improved efficiency and impact. The overarching goal was to align the commission’s activities with President Bola Ahmed Tinubu’s Renewed Hope Agenda, ensuring that development initiatives directly benefit the region’s people.

A major resolution of the retreat was the need for proper integration between the NDDC and the nine member states of the Niger Delta. This alignment aims to ensure that projects are well-conceptualized, addressing the actual needs of the communities.

Additionally, the retreat underscored the importance of an active Niger Delta Development Advisory Committee, which comprises the governors of the nine Niger Delta states. Their involvement is seen as crucial to enhancing collaboration and ensuring the effective execution of developmental projects.

Stakeholder Engagement for Sustainable Development

One of the central themes of the new development strategy is stakeholder engagement. The communique emphasized the necessity of involving benefiting communities from the inception of projects through to implementation. By securing local support, ownership, and commitment, the NDDC aims to ensure that projects are sustained beyond their commissioning phase.

Furthermore, the commission resolved to submit its budgets to the National Assembly by September of each preceding year, as stipulated in the NDDC Act (as amended). This measure is designed to enhance fiscal discipline and ensure that the commission's activities are in sync with national budgetary timelines.

Addressing Governance and Stability in the NDDC

Participants at the retreat expressed concerns over the frequent changes in the NDDC Board, noting that such disruptions hinder the long-term development of the region. The communique emphasized that adherence to statutory tenure for Board members is essential to maintaining stability and ensuring the successful implementation of long-term projects and initiatives.

To enhance governance and operational efficiency, the retreat recommended a clear delineation of responsibilities between the Board and Management. While the Board is tasked with oversight functions, Management is responsible for policy implementation and the daily operations of the commission. Establishing a strong synergy between these two arms is expected to create a high-performing leadership team for the NDDC.

Digital Transformation and Corporate Governance Reforms

Recognizing the role of technology in modern governance, the retreat emphasized the need for digital transformation within the NDDC. The commission was urged to integrate digital solutions into its governance framework to enhance transparency, efficiency, and accountability.

Another key development was the adoption of the KPMG Report on Corporate Governance Structure, which outlines best practices for improving the commission’s operations. The retreat resolved that the NDDC should align its governance and operational strategies with international standards to maximize impact.

Strategic Partnership with Oil-Producing Companies

Given that oil-producing companies are key contributors to the NDDC’s funding, the retreat recommended that the commission prioritize legacy projects in host communities. By doing so, the NDDC seeks to foster stronger partnerships with these companies, ensuring that development projects address the needs of the communities directly impacted by oil exploration and production.

Commitment to Effective Service Delivery

The communique reaffirmed the NDDC’s dedication to driving regional development through effective service delivery. The Board and Management pledged to implement projects that align with President Tinubu’s Renewed Hope Agenda, ensuring that the Niger Delta benefits from sustainable economic and social development.

Additionally, participants acknowledged and expressed gratitude to President Tinubu for upholding the provisions of the NDDC Act by ensuring the payment of 15 percent of the total monthly statutory allocations due to the commission’s member states from the Federation Account. This financial commitment is expected to enhance the NDDC’s capacity to execute its mandate effectively.

Conclusion

The adoption of a new Regional Development Master Plan marks a turning point in the NDDC’s efforts to accelerate the growth and development of the Niger Delta. Under the leadership of Dr. Samuel Ogbuku, the commission is prioritizing stakeholder engagement, governance reforms, digital transformation, and strategic partnerships to ensure lasting impact.

By fostering collaboration with state governments, oil-producing companies, and local communities, the NDDC aims to create a development blueprint that is both inclusive and sustainable.
