Boladei Godknows: Rekindling the Spirit of True Federalism as Chairman of PANDEF
Dave Ikiedei Asei. May 9th, 2025
The struggle for a just and equitable Nigeria has always revolved around the principles of true federalism—a system that guarantees fairness, inclusiveness, and respect for the distinct identities and contributions of every region. For the Niger Delta, a region rich in natural resources yet riddled with decades of socio-economic and political marginalization, true federalism remains the only viable pathway to sustainable development, peace, and justice.
At the heart of this mission now stands Ambassador Boladei Godknows Igali, the newly appointed Chairman of the Pan Niger Delta Forum (PANDEF). His emergence at the helm of the apex socio-political and cultural platform of the Niger Delta comes at a defining moment when the region seeks renewed leadership to chart a more strategic course toward resource control, environmental justice, and self-determination within the Nigerian federation.
Honouring the Legacy of Isaac Boro
Major Jasper Isaac Adaka Boro, the late revolutionary and hero of the Niger Delta, remains a symbol of bold resistance against injustice and the neglect of the region’s rights. In 1966, he led a 12-day revolution that brought national and international attention to the plight of the Niger Delta people. His cry for a fair share of the wealth generated from the region's natural resources still echoes in the hearts of Niger Deltans.
Boro's sacrifice was not in vain. He ignited a consciousness that has endured for decades, inspiring new generations of leaders to demand fairness and autonomy. True federalism is the clearest interpretation of Boro’s dream. It means allowing the Niger Delta to control and manage its own resources while contributing its fair share to the Nigerian federation. It means empowering local communities to decide their developmental priorities, protect their environment, and shape their future.
To truly honour Boro’s legacy, it is imperative that the people of the Niger Delta and their representatives continue to advocate for the restructuring of Nigeria into a system that reflects justice, equity, and regional autonomy.
PANDEF and the Continuing Struggle
The Pan Niger Delta Forum (PANDEF) was formed in 2016 as a response to renewed agitations and crises in the region. It brought together elders, traditional rulers, political leaders, and civil society actors with a common goal: to articulate a unified regional voice and negotiate with the federal government on behalf of the Niger Delta. Under the wise and courageous leadership of its founding leader, PA (Dr) Edwin Kiagbodo Clark, PANDEF became a respected platform that brought structure and civility to the Niger Delta’s demands.
Dr. Clark, a nationalist and a tireless advocate for the region, dedicated his life to the advancement of the Niger Delta cause. Until his final moments on earth, he stood for true federalism, resource control, environmental remediation, and infrastructural development for the region. He believed that the Niger Delta deserved not just attention, but action—tangible, transformational action.
As Dr. Clark bows out, it is fitting and reassuring that a seasoned diplomat, intellectual, and administrator like Ambassador Boladei Godknows Igali has been chosen to continue the struggle. His antecedents, credibility, and deep-rooted understanding of the Niger Delta’s complexities make him well suited to carry forward the legacy.
Ambassador Boladei Godknows Igali: A Leader for the Times
Ambassador Igali’s journey through public service has been marked by distinction and a deep commitment to equity. As a technocrat, he served as Nigeria’s ambassador to the Scandinavian countries, and later as a federal permanent secretary in key ministries, including Foreign Affairs and Power. Throughout his career, he has demonstrated an unshakable belief in the capacity of the Niger Delta to lead its own development.
Born in Bayelsa State, Igali has remained a son of the soil—proud of his heritage and passionate about the transformation of his homeland. His scholarly work, intellectual engagements, and policy advocacy have consistently championed the principles of federalism and regional empowerment. His appointment as Chairman of PANDEF comes at a time when the Niger Delta needs a steady hand, a calm voice, and a courageous heart to engage with the challenges of this era.
With his wealth of experience and diplomatic dexterity, Igali is expected to reinvigorate the struggle for true federalism by mobilizing all segments of the region, building consensus, and forging strategic alliances across Nigeria. He understands that restructuring is not a call for division, but a pathway to unity built on mutual respect and cooperation.
The Way Forward: Reimagining Nigeria through Federalism
The calls for true federalism have grown louder across Nigeria. From the South-West to the Middle Belt, and even parts of the North, voices are rising in support of a restructured federation that will allow each region to flourish according to its own peculiarities and potentials. For the Niger Delta, true federalism is not just a political theory—it is a practical necessity.
Environmental degradation caused by decades of oil exploration, youth unemployment, poor infrastructure, and inadequate representation in key national institutions are some of the lingering issues that can only be addressed through a system that recognizes the unique challenges and contributions of the region. The centralized structure of governance in Nigeria has failed to deliver meaningful progress in many states. What is needed now is a devolved system where decision-making and control are brought closer to the people.
Ambassador Igali’s leadership at PANDEF must therefore focus on rekindling dialogue—both within the region and with other parts of Nigeria—to strengthen the demand for restructuring. There must be renewed engagement with the federal government, the National Assembly, and civil society groups to ensure that the Niger Delta’s voice remains strong and strategic.
Unity and Vision: A Collective Responsibility
While leadership is essential, the success of the Niger Delta’s push for true federalism depends on the collective resolve of its people. Every stakeholder—from traditional institutions to youth groups, women’s organizations, and professional bodies—must rise to the occasion. The region must speak with one voice, not in anger or division, but in unity and with purpose.
There must also be a conscious effort to invest in human capital development, education, and regional cooperation. PANDEF under Igali must explore partnerships with regional development commissions, international bodies, and private sector actors to create opportunities for the people while the larger political struggle continues.
Conclusion: Carrying the Torch of Justice
As Ambassador Boladei Godknows Igali assumes leadership of PANDEF, the expectations are high—but so is the hope. The region is looking to him to reignite the flame that Major Isaac Boro lit decades ago, and that Dr. Edwin Clark kept burning. It is a sacred torch of justice, freedom, and dignity for the Niger Delta people.
The dreams of our heroes past must not be allowed to fade. True federalism remains the only sure way for the Niger Delta to thrive and for Nigeria to become a truly united and prosperous nation. As we press forward, we do so not only for ourselves but for generations yet unborn—so they too can reap the blessings of a land rich in resources and stronger in spirit.
Will you stand with PANDEF? Will you stand with Ambassador Igali? Will you stand for justice, for federalism, for the Niger Delta? The time is now
