The Rivers State House of Assembly has reaffirmed its commitment to the conduct of the upcoming Local Government Elections scheduled for October 5, 2024, emphasizing adherence to the rule of law and democratic principles. This was communicated during a plenary session held on October 2, 2024, under the leadership of Speaker Rt. Hon. Victor Oko-Jumbo.

Support for Governor Fubara’s Democratic Initiative

During the session, Speaker Oko-Jumbo expressed the Assembly’s full support for Governor Siminalayi Fubara's efforts to ensure that local government councils in Rivers State are constituted through democratic elections. He emphasized that this approach aligns with the governor’s commitment to promoting good governance at the grassroots level.

Upholding Constitutional Mandates

Oko-Jumbo referenced a significant Supreme Court judgment delivered on July 11, 2024, which reaffirmed the necessity of maintaining elected local government councils as stipulated by the Constitution. This judgment has provided legal clarity on the importance of conducting timely local government elections, ensuring compliance with constitutional provisions governing local governance.

Additionally, the Speaker pointed to a recent ruling by Justice I.P.C. Igwe, which instructed the Rivers State Government to utilize the national voter register for the forthcoming elections. This legal directive underscores the importance of ensuring that the electoral process is inclusive, transparent, and in line with national electoral standards.

Call for Peace and Active Participation

The Rivers State House of Assembly also called on security agencies to play a crucial role in maintaining peace and order throughout the electoral process. The Assembly urged residents to exercise their civic duty by participating in the elections, stressing the need for a peaceful and secure environment that would allow the electoral process to unfold smoothly.

"The Rivers State Government is committed to conducting these elections in full compliance with the law," Oko-Jumbo said, adding that all candidates have been thoroughly screened by the Rivers State Independent Electoral Commission (RSIEC) to ensure a credible and fair election.

Legislative Approvals and Future Sessions

In addition to discussing the local government elections, the Assembly also addressed key legislative matters, including the approval of the Medium-Term Expenditure Framework (MTEF) for 2025-2027. This framework outlines the state’s economic and fiscal strategies, serving as a blueprint for budgetary planning and financial management over the next three years.

Following the approval of the MTEF, Speaker Oko-Jumbo directed the Clerk of the House to formally convey the Assembly’s resolutions to Governor Fubara. The House is set to reconvene on October 9, 2024, after the local government elections, to continue its legislative duties during this critical period.

Conclusion

With the Rivers State House of Assembly’s firm commitment to upholding the rule of law, coupled with the government's assurance of a peaceful and lawful electoral process, the upcoming local government elections are set to be a significant milestone in the state’s democratic journey
