PORT HARCOURT — The Pan Niger Delta Forum (PANDEF) has announced with deep sorrow the passing of one of its founding Board of Trustees (BOT) members, Chief Albert Korubo Horsfall, OFR. The renowned security chieftain and Niger Delta leader passed away on Wednesday, September 9, 2026, at the age of 84.
The official announcement was made on Friday by the National Chairman of PANDEF, Ambassador Dr. Godknows Boladei Igali, OON, following direct communication from the Horsfall family.
An aristocrat from Buguma in the Kalabari Kingdom of Rivers State, Chief Horsfall was a distinguished national figure whose decades of public service left an indelible mark on Nigeria's security and regional development landscapes.
A Legacy of Exceptional Service
Chief Horsfall’s professional and public career spanned several pioneering roles:
- Security Sector: He served as the pioneer Director-General of both the Department of State Services (DSS) and the National Intelligence Agency (NIA), laying critical infrastructure for Nigeria’s modern intelligence architecture.
- Regional Development: He was the founding Chairman of the Oil Mineral Producing Areas Development Commission (OMPADEC)—the precursor to the Niger Delta Development Commission (NDDC)—and later served as the Presidential Adviser on Niger Delta Affairs.
- Political & Traditional Leadership: Beyond his bid for the Presidency of Nigeria under the People's Democratic Party (PDP), he occupied the traditional stool of the Omekwe Paramountcy, representing a historic naval leadership role within the Kalabari Kingdom.
Since 2016, Chief Horsfall played pivotal leadership roles within PANDEF as a founding trustee, advocating tirelessly for the development, peace, and security of the Niger Delta region.
PANDEF Declares Seven-Day Period of Mourning
Expressing profound shock at the loss of what he described as a "titan of national and regional service," Amb. Igali directed all PANDEF chapters across Nigeria and the diaspora to observe a seven-day period of mourning starting Friday, September 11, 2026.
During this period, all official social programs across PANDEF chapters are suspended, and all official platforms will display Chief Horsfall's portrait in honor of his legacy.
